We’re adding an extra lane, upgrading intersections and installing safety barriers between Princes Freeway and Manks Road.

Upcoming works

As part of our planning work we need to investigate utility service locations and ground conditions on Ballarto and Island roads.

Ballarto Road

Ballarto Road will be closed westbound between Healesville Koo-Wee Rup Road and Cardinia Road from 7am to 5pm Monday 25 and Tuesday 26 October. A westbound detour will be in place. The eastbound traffic lane will remain open.

Island Road

Island Road will be closed in both directions between Healesville Koo-Wee Rup Road and Lea Road from

  • 7am to 5pm Thursday 21 to Friday 22 October
  • 7am to 5pm Wednesday 27 to Thursday 28 October.

Access to properties will be maintained at all times. Detours will be in place.

Healesville-Koo Wee Rup Road

During October and November we will be undertaking ground investigations on Healesville-Koo Wee Rup Road between Princes Freeway and Ballarto Road. To undertake this work safely there will be will be temporary lane closures and speed reductions in place as required. Please follow traffic controllers’ instructions.

Please note that times and dates may change due to weather.

Please look out for road signage when you’re travelling through the area, drive safely and plan your trip to avoid delays.

Project update

Since late June 2021, we've been working with our contractors to:

  • develop detailed designs
  • determine the safest, most efficient way to deliver the project with the least impact to road users and communities
  • agree on the environmental protection, safety and traffic management processes.

We expect to award contracts to deliver the Healesville-Koo Wee Rup Road Upgrade later this year.

What’s coming up?

Over the coming months, you’ll see work crews, trucks and traffic management in place across the Healesville-Koo Wee Rup Road Upgrade project area.

These crews will be:

  • locating utilities services
  • understanding ground conditions and other geotechnical information
  • undertaking survey works.

Information found during these investigations will be used to inform the final design and construction methodology.

These investigations will continue throughout 2021. While these take place, we may need to undertake night works, introduce lane closures and speed limit reductions in works areas.

We'll keep you informed about our works if they are likely to have traffic impacts. Please allow extra time, follow all signage and traffic control measures, and travel safely through area.

Change in delivery model

In mid-2020 we changed the delivery model of the Healesville-Koo Wee Rup Road Upgrade.

Instead of being delivered as a Public Private Partnership, with a group of other projects in the south, the Healesville-Koo Wee Rup Road Upgrade will be completed by dedicated contractor selected from a pre-approved panel.

The new streamlined approach will help shovel-ready projects get underway sooner, provide more certainty around timelines and give local construction companies more opportunities to win contracts and stimulate the local job market.

The change in delivery model has not impacted the original delivery timeframe, as both stages of the project will still be completed by 2025.

We expect to start constructing the Healesville-Koo Wee Rup Road Upgrade in the first half of 2022.
